Can anyone help me identify this pin?

I also posted this on the Pin trading board, but I'm not interested in trading this, just identifying it. I have a pin which is almost identical to Pin #6 on Pinpics, but the only difference is that where it is red on pinpics (the flags, the wording), it is still gold on the one I have. There are only the 2 colors on the entire pin-blue and gold. Anyone know what it is? Thanks.

Just a guess - but it could be a legitamite error! Somehow it got through all processes including quality control and sales without anyone noticing that the color hadn't be applied properly.
