Can annual passholders book multiple rooms at the APH rate?

We're thinking of adding a few days to our Disney vacation and trying out the PBH, since we enjoyed USO/RPR quite a bit in '04. APH rates at PBH make it worthwhile to get an AP for our stay, even if we don't come back to use it again. My brother may also come down, and I was wondering if I could book his room (probably at the RPR - it's cheaper, but still very nice, and he'll still get FOTL) at the APH rate. He'll probably just get the 5-day online pass. So, can I book rooms at both the PBH and RPR at the APH rate with only one AP? What if he decides to upgrade to the PBH? Still OK?

I have 3 rooms booked at the HRH with the APH rate and I was told I had to have an AP for every room. US/IOA resorts only let you book one room/AP. :guilty: Fortunately my family of 5 all have APs, but I still don't like the rule. :rolleyes2
 

I just added on another room at my APH rate for the Hard Rock and they did not say anything. We do have multiple passes, but she never mentioned needing them. Both rooms are in my name and on my credit card, though.
