Can a three year old attend Headstart?

Curious if anyone had or will have a three year old attending Headstart? It's such a wonderful program. Just can't remember if the child has to be atleast 4 to attend. (Can't check with the program until late August, so thought maybe someone on here would know. Thanks in advance for any help.

My kids did not go to headstart, but something like it.

Yes, my boys started at three.

Here they have to qualify but I think they start at 3, they start testing then but those with developmental delays or non-english homes are given priority. Usually not space for other kids.

If they are qualified otherwise the can start at age 3
