Can 2 counter service be turned into 1 table service?

I know on a past trip we were able to turn our counter service into having more snacks but wondering if 2 counter service can turn into 1 table service.

No, this is never allowed. You can trade your credits down, but you can't trade them up.

If you are trying to squeeze in an extra table service or want to eat at a 2 table service restaurant, but only have 1 credit, here is a suggestion. You can always have 1 person eat using the "pooled" credits and have the other person pay cash. I know this wasn't your question, but thought it might be helpful.
