California girl here, too. I grew up in the San Fernando Valley (for sure), but moved to Ventura when I married DH. I must say that I really like it better in Ventura where I can go to the beach and take a trail ride with my horse all in one day. Only an hour and half from DLR, too.

Hopefully! I had a little bit of sunshine peeking through the grey skies on my way to work this morning, not 5 minutes later when I arrived, the skies are completely grey again!!! Keeping my fingers crosses for at least a whole day of sunshine either tomorrow, Friday or Saturday

Yes, that is the intended function of putting a value on a penalty. It gives a motive to change behavior.
