To me dedicated dog area in an outside bar would be on lease, off the tables, and not free to roam because it is a bar not a dog park. Though I bet a lot of people in Ca are going to interpret the new law that goes into effect next year the same as you and let their dogs do all of the above even though the intent of the law clearly states that dogs must be on leases, not allowed to sit on tables and benches, etc.
If you read my whole post that you quoted, I did say that this was a quasi dog-park with a bar attached. There are several in our area. Dogs are not allowed inside the bar and the dog park area is fenced off from the other patio. The dogs are also allowed on the patio, but that is more formal rules, such as being on leash and behaving.
We also have the typical restaurants with patios where dogs are allowed. I would say 99% of the restaurants around us with patios allow dogs. We eat out frequently and I have yet to see the problems outlined in the Salty Dog Cafe rules linked above.
I would venture to guess that the difference would be that the Salty Dog was unique in its area to allow dogs. So, you would get all types of people who brought their dogs on a whim.
In our area, it is so common, it is not a novelty to bring your dog to a restaurant. So, you don't get all the newbies wanting to bring Princess to dinner just because they can.
You usually see well behaved dogs that are used to going out and about with their owners. Dog responsibility is almost a snooty past time here, in a good way. Owners with unruly dogs are NOT welcome in the club and you better believe the responsible dog owners will say something and ask an unruly dog to leave the premises long before the establishment owners would ask them to leave.
I see this also happening in California. It is going to be the serious dog owners that take their dogs to restaurants.
