California Adventure EMH with Toddlers...

What should we focus on doing first with our toddlers at DCA? Our son is almost 3, 36" tall...so he's too short for RSR, and our daughter is one. Just want to make sure we're getting to the most popular attractions and making good use of our EMH so we don't have to wait so long later on.

We were there 2 weeks ago with DD (2, 34"). We went directly to Toy Story Mania and walked on. Then she rode the carousel a few times while Mom and Dad took turns walking on California Screaming. Then we went to ToT and I rode while she had a little snack (brought along). It was close to opening so we went to wait for the Frozen meet and greet which took about 15 minutes. I then got RSR fast passes (return time was just afternoon).
 
When I was there during EMH I rode Ariel 2x with my son and we were the only ones on the ride. Not everything is open during EMH but we also did Heimlich's Chew Chew Train with no wait. Then he fell asleep in the stroller which was perfect timing for me to wait in line for fast passes for RSR :) In retrospect, I'd have done Midway Mania sooner because by the time I got over there around 10am the wait was up to 40min.
 

I would say TSMM would be a good one since that line gets long. After that I'd say Mater and Luigi.

This sounds good to me. Ariel and the Carousel don't really have waits even when it's busy, so I wouldn't use EMH for them unless your kid REALLY wants to. Sometimes they see something and they just have to do it now...
