How do you calculate the exact 180 days out? Depending if you count day one vs the non-inclusive day, I'm not sure. We are arriving on June 28. Is my calculation right that the 180 days out is Dec 31st , 0700 hours?

Last year when we went I was already within the 180 days before planning started.

The first day of your trip does count. However, I've heard rumors (this has never happened to me) that some CMs insist that you book an ADR for the first day of your trip if you want to book for the whole week. For instance, if you are getting there late on a Friday, you'd need to make an ADR for Friday if you want to make ADRs for the length of stay. Otherwise some CMs would make you call back 180 days from the date of the first ADR you are making. So again, if you are coming in late on a friday and want to make your first ADR for Sat morning, you'd have to wait 180 days from Sat's date...sorry if that doesn't make sense. Hopefully, this won't happen to you and you can just call 180 days from the first day of your trip.
