Well, CRO is very confused it seems. I'm going to pick apart this post and see if we can get any straight-talk out of CRO:

1100 will eventually be considered a Premium loop, but the pad expansion has not begun yet, so definitionally now it must be either a Full (as always) or Preferred (since it now has cable).

Wrong! Loops do not contain a mix of site designations (except for 100 which mixes a couple of cabins in with Preferred camp sites). Perhaps some
dates are showing Full and other dates are Premium.
and that they are in the process of conversion
Wrong! The only site currently being converted is 1400. There is no work currently underway in 1100.
Not sure how long full conversion will take so I guess I'll take my chances on Full hookup and request the 1100 loop and see what happens
The conversion itself should only take 2-3 weeks, the big question is when will they start. My best guess is that 1400 will take 4-6 weeks (it's much larger) and that will be followed by 700, 900, and 1000. So it is quite possible that you will be there before the conversion begins on 1100. I would recommend upgrading your reservation to Preferred, however, and request the 1100 loop. You will pay $5 more per night, but I suspect that you will have a better chance of getting 1100, since, as I said above, 1100 already meets the definition of a preferred they may at anytime decide not to put Full reservations there anymore, as attested to by:
she said the only full hookup loops are 1600-1900
There is no reason to change to Premium until/unless the conversion is completed before your trip (i.e. it is the next loop to be done after the current work on 1400).
I hope this helps, I know all of this ambiguity is frustrating to deal with.
