Cab Costs

I'm trying to figure out how much a cab would cost for 2 people to get from Downtown Disney area to Pop Century Hotel? Any ideas?

It's typically $15 to get from one point to another on Disney property..

There is a free bus you can take from DTD to the Pop also.

If I take the WDW bus from DTD - will they let me bring my luggage onboard or do they frown on that? What time do they DTD to rsort buses start running?

Yes, they would definitely say something about bringing luggage on the bus. I'd just take a cab - it'll be closer to $10 from DTD to Pop.

What time do they DTD to resort buses start running?

They start when DTD opens - earlier if you are going from the resort TO DTD.

On our last trip, we took a few cabs back from the parks etc.

I usually tip $2-$3 for a $10 to $15 cab ride.

15% to 20% is more typical, especially for fares over $10. Fares under that, a reasonable suggestion I've read is a dollar plus any coins from your change; of course, if the coin is only a quarter, $2 wouldn't be unreasonable if it's easier than digging for more change
