First all the 4th floor Water / Boardwalk category rooms are all CL rooms. Most are within the Inn Keepers Club and a few are just outside of the doors (these rooms were added to CL after the original design). Yes some of the 4th floor rooms have a smaller balcony.
The other non-CL rooms are located on the 3rd floor. The specific size of the balconies on the 3rd floor are driven by the building facade. They are not all created equally. Some are very open with just a railing with a small overhead cover (the small 4th floor balcony is above), full overhead cover and partition side walls, and a very few have a smaller opening but are full balconies.
