Buying gift cards with rewards

I was reading another thread about someone buying a gift card at their local supermarket so they could get free gas. They were using this gift card to pay for the dining plan. Does anyone else know places I can buy visa, american express gift cards, etc. and get some kind of reward or discount off? If we could, that would help us to prepay for our dining plan.

I can only think of stores that would give you a reward for spending in their location and offer the gift card kiosks. Price Chopper (grocery store) has a spend $50 save $.10 per gallon of gas up to 20 gallons. Which is a huge help for my 2 hour RT commute to work.

But any VISA, AMEX type gift cards that I've seen come with a "fee". I think around $4-5 per card. So if I were to get a VISA gift card at Price Chopper I would only get 1 (one fee charge) and get it big enough to cover the cost of the dining plan.

However, I find that those VISA & AMEX gift cards aren't big enough in $ amount to counter the $4-5 per card fee.
