Buying a seat for 15 month old

I flew with my son as a "lap child" when he was tiny but only when he was small enough to stay in his front carrier. Once he was too big for that I really didn't feel safe having him unrestrained on my lap. 15 months is almost certainly too big for a snuggli so I'd bite the bullet and get him a seat.
 
I flew with my DS all the time as a lap child. But you sound like a pretty nervous flier, so I think you'd be most comfortable with him in his car seat.

Not sure what airline you are thinking of using but Southwest still has infant fares. (unlike other carriers that got rid of them) You just have to call to get them.

I've always bought a seat for my kids..safer of course, but also because they usually fall asleep in them.
