I do not know the details on purchasing - whether it's once a year or what, I didn't pay attention. As to the other question, yes, you are basically renting points for one reservation. Unfortunately, they don't become yours! Too bad though - $24 would be a good price!

You are in essence, transferring points from DVC to yourself. You can only do this once a use year.
