I have a question for someone in the know. When Disney buys a contract with ROFR are they able to break the contract's total points down in to smaller increments for sale to the public?

Yes, while members may not split a contract to sell it, Disney, as the developer, can do what they'd like. A 250 point resale could be split into 10 add-ons by DVC.
