To be fair, I wouldn't be surprised if Hussein turned a blind eye to terrorist organisations within the borders of Iraq. However, as a premise for all out war this is weak, as North Korea, Lybia, Vietnam and the such all had - no, HAVE the same goings on within their borders AND have a greater potential for WMD development than Iraq ever did.
Further to this, countries such as Sudan, the Congo and Brazil et al cannot afford ANY counter-terrorist measures and are/were not under as much scrutiny as Iraq is or was, increasing their capacity to harbour terrorists.
Brazil is a prime example of this, sporting the worst homicide rate in the world, complete with kidnapping and organised crime.
