CVS has gift sets that are "values up to $24.99" in there weekly ad. One of the gift sets is a tin of bees wax lip balms (value of $15) for $9.99.
ETA: Rite Aid has $5 +UP Rewards WYB $15 of select BB products. And Target has the BB manicure set for $14.99
