Everything I see about children under 3 is that they can share from parent's plates for free. I'm assuming that I can get my son his own plate at a buffet with choices from the children's area for free and I won't be charged for a children's buffet since he is only 21 months old?

Yes your son can have a plate. They allowed my daughter to have her own plate.

YEP! We just took my 15 month old daughter and the buffets were the best! Fiona (DD) ate for free at all of them! They'll even bring them a drink which I'd just pour into a sippy cup (some servers would just fill up the sippy cup) - milk or juice! It was by far the best value for us! The cost of the kids meals at non-buffet restaurants really add up!

There is no such thing as a "kids buffet" or even an "adult buffet" at Disney. They have buffets with one section lower to the floor which has on it items that kids tend to enjoy (such as pizza, hot dogs, chicken strips, mac & cheese, etc.). Any person at the buffet (including children less than age three who are free) can get anything from any part of the buffet.
