Hi, I posted this on the Canadian forum but though it might help you as well.
I was checking my dates(Feb 27-March 9) for car rentals on Travelocity.ca when I noticed Budget($231)had cheaper rates than my currnet Alamo($259)ressie. I then went to budget.com and put my dates in and the rate came up as $350ish.
I then went back to travelocity.ca and checked my dates and sure enough it came up as $231.
It got me thinking that I should try Budget.ca, which gave me the rate of $231US. I used the Costco ID# and will be able use a Costco coupon for an additional $20 off for a total of $211 for 11 days.
Whenever I've made ressies for cars before I've always used the US websites and never changed the country of residence from the US. It's never been a problem for me picking up the car with a DL issued from Canada.
I hope it helps someone else save a few $$$$'s.
