The porters don't work for Disney, they work for the port. They're not going to jeopardize a tip by saying "no" to checking whatever you want.It's been a couple of years for us, but at Port Canaveral we had a case of water (plastic wrapped case from Publix) and we checked it curbside through DCL and they brought it to our room. They slapped a luggage tag on it with our cabin number, I tipped the porter, and the water showed up at our cabin without me having to carry it all over the ship. Again, this may have changed (or it may depend on the porter you get), but this seems like a better option than carrying it all over the ship until you get to your cabin.
That said, the carry on requirement has been on the books for a long time. Only in the last year or so has it been "enforced" in any way.
