I'm not surprised with the timing. Canadians usually have their Spring break week in March (QC first week of March, ON this week for example) so it makes sense to me that they would change the rules after most had travelled.

Yep, this week for us in Nova Scotia as well. Many of our friends opted to travel inside Canada this week.

Can someone clarify if this changes the testing to disembark rule? Or was that testing to disembark part of the overall test to enter rule?

In theory, this should end that rule, for fully vaccinated travelers. Of course, nothing is 100% until they make the announcement official on Thursday.

Do people still need to have a quarantine plan? I can see this being a separate issue then testing if you are not a resident. So basically people just put down hotel address right?

This is what I want to know also. I'm trying to decide if we change or Alaska cruise or not, based on this. Not sure what I could put down for a plan, except maybe stay at a hotel, but not really know which one or how I was going to get there.

I'm in Canada and one of the articles I read this morning stated there would be no changes to the recently announced cruise ship rules for now. Hopefully the official announcement will cover this topic tomorrow as well.
