We are going in Sept. We have the free dining but want to do one breakfast out of pocket. Something fun for the kids. They are 10,3, 1. Where do you think the best place would be?
Most of the character breakfasts are buffets and all of them can be a lot of fun and full of energy. However, any character experience will be a little pricier than the other meals. I prefer the resort character breakfasts ('Ohana, Chef Mickey's, Cape May Buffet, 1900 Park Fare) because they don't require park admission and can be done on a non-park day and there's no urge to rush through the meal so that you can get on to the attractions.
Out of curiosity - why are you paying for it OOP? You can choose breakfast as one of your sit downs.
It might be hard to get them to agree on characters.
Our favorite for food is at 1900 Park Fare (they make your omelettes to order which we love!),
Playhouse Disney at the studios is great character interaction.
Chef Mickey's for the Fab 5 - but I always feel rushed in there.
I have not tired Ohana but it looks fun.
Finally - if they are all girls then you could go to the Princess Storybook Breakfast at Akershus in Epcot.
Our favorite is Donald's Breakfast Safari at Animal Kingdom. The food is very good, one of my favorite waiters in Disney works there, and they do a dance to wake up the sun that the kids just love!
DBF says that the Pooh breakfast at Crystal Palace in Magic Kingdom had the best food this last trip. I still like Donald's better though.
We are paying OOP for one of our breakfasts because while we are at Disney next week - we are doing Cinderella's Royal Table for dinner (which counts as 2 credits).
I think for the 4 of us (2A/2K) it will be about $75 (with tip I think).
We are doing Crystal Palace (even though my kids are older - I wanted to go), and also Donald's Safari breakfast.

I would agree with all the character breakfasts suggested above. If you want something that is fun, but not characters, try the Whispering Canyon Cafe at Wilderness Lodge. It is great fun for kids!
