This probably seems obvious to Disney veterans, but humor this first-timer...we're going in mid-Dec, and I plan to buy my kids' stocking stuffers there (I figure they'll be a lot of little things they'd love, and it's better than wasting money on junk, right?). What small items should I be on the lookout for (for boys)? Any store in particular sell lots of little (cheap) items? What will they love? How much should I budget for this? We usually spend only about $15 per stocking. Is that possible?

You can find different patterned ones in the back room of the Christmas shop at DTD. I also second the themed candy etc. They have Chip and Dale shaped pretzles too. Snack items will be your best bet to keep the prices down. Little things at Disney add up fast so I doubt you could do a whole stocking for $15.00.
