Are bounceback offers for packages only or can they also be used as a room only reservation?

You can use it for either. We used our BB a couple of weeks ago on a split stay trip-Poly for the first 2 days (room only), then POR with room & tickets for the rest of our stay.

Though if you go during the Free Dining period, the BB that has been offered the last couple years during the Free Dining dates (Aug-Oct) is for resort guests to be able to book a return FD package a year in advance for the next years FD dates - that one is not a "regular" room discount BB.
