The only way I've heard of not paying the 2 deposits is when there are minor children in the other room and sometimes the CM doesn't even do that. Usually one deposit for each room.
I booked bounceback last week and here is what happened:
Called and inquired about 2 rooms at PC. Was given a price and asked for $400 deposit from CM ($200 for each room).
Before I gave the deposit, I decided to switch to 1 room at CBR. I then was aked for $200 deposit.
The next day, I changed my mind and decided to go with 2 rooms at PC. (I know, I know..... )
CM said, "Okay you already have a $200 deposit down, so you are all set. Have a Magical Day".
I think it depends on the CM. When we booked our bounceback this time we had to give a deposit of $200 for both rooms. Last year we gave one $200 deposit for both rooms.
The thing is the system tells the CM how much to take. If theres 2 rooms on one res it says to take $400 but only $200 is required. The newer CM's will ask for $400
