Are bounceback offers still offered? Are they common among all the resorts?

As far as I know they're still offered throughout all resort levels on a regular basis.

As the pp said, bounce backs are offered at all resort levels. With that said, the bb's are no longer left in the room by housekeeping, but are now included inside the welcome packet you receive at check in. If you don't get one in your folder, call X8844 from your room and ask what is being offered.
