Can I book a bounce back offer for another time and resort? So if I'm staying at CR in September 2013 and I get a bounce back offer, can I book for GF in December 2014?

You can book any resort (pending availability), but the BB will have specific dates you can book. Usually the BB that is offered in September is for free dining the following year for dates in August and September. Anything is possible, but I wouldn't count on being able to book for December 2014.

No. Bouncebacks definitely won't be available for dates 15 months in advance. Usually it's within 4-5 months tops, but definitely not for the following year, unless you are there in Nov/December.
