This is not actually true. If you bought a voucher under the old pricing system, you will get exactly what you paid for when you activate it. It won't be a "platinum pass" or a "platinum plus" pass as those passes include the photo pass photos. The annual passes under the old pricing system did not include the photo pass benefits, so you would not receive those.
You will be issued an annual pass that is good for one year of park entry with no black out dates.

It has been reported by CM's that work in ticketing here. They have been instructed to issue Platinum passes to those with non-activated annual passes. I suppose this is subject to change, but that is what is happening now.

The only reason they had different cards for the old passes was parking.We just picked up our new ap last night. I renewed in August before the increase. We were given the platinum pass with photo pass. I was a little nervous because the plastic card is gold. I told the cm we didn't want the gold and he said all the tickets use the same card. I checked our profile and it says platinum pass.. The cm was very clear that this pass had no blackout dates. So all was good.
PhotoPass is the name of Disney's picture taking service. With the new Annual Passes issued since 10/4, Passholders can download their PhotoPass pictures for free until they expire. My guess is that Disney found it easier and less expensive to map the "old" vouchers to the new passes than it would be to track the old passes until they expire. There are almost certainly lots of unredeemed vouchers out there. I recall reading past reports of some buying several to hedge against price increases.
