If I have an existing reservation and then I book another using points borrowed from the next use year and then I cancel the original reservation can I then bank the points that are freed up from the cancelation?

Points that are borrowed cannot go back to the UY they were borrowed from. But if you are still within your banking period and the freed up points are current year points (not banked, not borrowed), you should be able to bank them.

Yes if you are still inside your banking window.

Are the original points used for the current reservation for this year, or points that were banked from last year?

Borrowing points is a permanent transaction. They cannot be banked. They're allocated back into the use year. I know this for sure, I learned the hard way :)
