I thought I understood this all but now I am confused by the results. I have a Dec use year

In Jul 2020, I banked 240 pts from my Dec 2019 and had 28 points left over (from Dec 2018 banked). total of 480pts for Dec 2020 use year

In Nov 2020 I borrowed 25 pts and spent a total of 53 pts on a mini vacay at the end of Nov.

I now see that I have 455pts in the Dec 2020 year (correct) but only 215pts available to bank in July. I am confused as to why I don't have 240pt to bank and 215 that I need to use or lose? Why was the 25 borrowed not taken from the banked points?

I seem to be missing a policy rule that I have not come across previously. Typically the first points used come from the previously banked points. Can someone help me understand? Is it because I actually borrowed the points back while still in the current use yr so it goes against my bankable pts? I am not sure if I have ever borrowed from banked points before. I always use the banked points in that next year.

It may not seem like much difference between 215 and 240 but in these times of Covid, having to use a full 240 points is going to be even tougher than anticipated.

If you banked your 240 Dec 2019 points then your 25 point November trip (which fell in your Dec 2019 UY) borrowed from your 240 Dec 2020 points. You can’t borrow back banked points.

Any trip you book beginning on or after 12/1/2020 would then use those banked points first. So your 240 banked points are use or lose from 12/1/2020 to 11/30/2021. Anything you reserve with a stay during those dates will use the 240 banked points first.

Thank you. I thought maybe it was this as I couldn't figure another reason.

Once banked, those points can’t be brought back as it is a final transaction.

When you wanted to travel in your 2019 UY, and didn’t have any points left, you had to borrow from your 2020 UY.

Basically the rule is that if you move points into another use year either with banking or borrowing then that's where they stay. The means that only current points can be either banked or borrowed because the other 2 have to stay where you put them. (Of course DVC is currently making exceptions for borrowed points and returning them)
