BlogMickey claims to have a source. There has been no official announcement but on the surface the idea does pass the sniff test as it's a tried and true method for Disney to throttle traffic.

Does this mean we are in the virtual queue, or that the virtual queue will begin to populate at 7:00 and there is no point in refreshing until then? This is so vague!

I think we are in the queue and at 7 p.m. the queue opens, those in line get to start booking... but, I'm wrong a lot when it comes to Disney logic...
