You'll be able to book online once the 2020 packages are released. In the past, it's been during the month of June. You can book via telephone up to 499 days in advance.

The above website has the "full rack rate" release dates, which is when you can see them online. It also has the historic discount releases and what they were exactly.

ETA: If history gives any indication, we should know on June 18, 2019 what next year's rates are.
