Booking a Park Reservation without a Ticket

Can you book a park reservation without having a ticket listed on your Disney app?
My son had a problem when going to a park a few years back, they scanned an older hopper ticket instead of afternoon pass, he had a ticket number from guest services to get a new hopper ticket, but it can only be applied 14 days in advance. I need help to fix this please. We have to make reservations for the rest of family next week for May

No it doesn't. And sometimes the calendar isn't even accurate. I've definitely seen it say that all reservations were gone for a park, but then I was actually able to make a reservation when I tried.
 
In my experience, the answer is you cannot book a park reservation without a ticket for that day or AP. Given the situation you explained, I agree get the park passes for others if you are worried about that parks filling. Then call and see if you can get this corrected.

It sounds as though you were told this 14-day thing a few years ago -- likely before theme park reservations were a thing. Call. I expect they have a different procedure in place now that accounts for theme park reservations. And as others have said - go ahead and make reservations for the rest of the party while working to resolve your son's ticket issue.

You are right, this happened before COVID. Hopefully it will all work out.
 
We had a situation like this and I stopped by guest services on our last visit. They gave me the ticket number in their system which sounds like you have. When you call in and tell them about the ticket you wish to use, they will make a temporary ticket for you to have so you can make a park reservation ahead of time or they will do it for you at the time you call. You will still need to stop at guest services upon arrival to get the corrected ticket applied to get in the park. They said they couldn’t give me a final replacement ticket because it would expire before I needed it. Disney makes a lot of little internal “rules” that make it hard for even guest services to make things easy to use a ticket even if it was their mistake.
 
This is such a unique situation that I suspect Disney will have a way to accommodate but agree with those who say to make the rest of the reservations. It will be easier on the phone to add a single person to a group of already made reservations than to set up everything for everyone on the call.
 
We are planning a single day at Epcot in May. Right now there is availability but we don’t have a ticket yet. Can we pick a date and make a reservation then buy the park pass on the day?

No. You have to have the ticket to make a reservation.

One day one park tickets are now theme park specific and include a park reservation for the selected theme park and day. You will only be able to purchase 1 day 1 park tickets for theme parks that have reservations available for the day you want to visit.
