Apparently they are. It's to get an extra set of magic bands to use to make same day fast passes. IMO it seems more trouble than it's worth. You'd need to keep remembering which set of bands you are currently "on."
People who are staying offsite might be doing it to get a free magic band.
I have heard that it's getting difficult to get a campsite lately due to people booking them and then cancelling as soon as they get the magic bands. The sites are reserved and unavailable for those legitimately wanting to camp there. I wouldn't be surprised if Disney doesn't do something to fix that like deactivating magic bands that are attached to a cancelled reservation.

I am personally opposed to the practice of throwaway rooms, as they are in an ethical grey area.....believe me, when the topic comes up, I have been in some pretty vehement flame wars on the subject.
Pete once said that since it isn't actually against WDW rules, the chatter won't be stopped.
I think it's dumb. We went last July when the parks were very busy. We had no problems with pre-booking only 3 per day. We were able to schedule more or do them as walk-ups. We were even able to get Mine Train as a 4th or 5th FP.
I booked a one night only stay for our spring break trip last month. With that you get to book your fp at 60 days, get the magic bands and have 2 days of free parking. Now I booked at a mod that I always wanted to try and actually stayed in that room the first night and then moved offsite the rest of the week. No way I'm not using a room I paid for. I even got upgraded that night which was smart of them because I have already booked our next trip to be totally onsite in that category of room. Those that book a room and do not use it, hey that is $$ WDW wasn't going to get in the first place. I'm sure they are happy to take the money.
