can anyone tell me about their experiences with bog lunch. Are belle and the beast dancing then or is that dinner?

BOG lunch is just like quick service - you go through the line, order your food & pay, then you find a table and they bring your food over to you. There's no character appearances.

And unfortunately, Belle and Beast do not dance at dinner. It is a meet and greet with the Beast in his library after you finish your meal (dinner ONLY). He occasionally walks through the restaurant during dinner, but as pp said, lunch is quick service and no characters are present.
