By the looks of things, it may not open again. It has even been removed from the WDW attractions list on the Epcot section of disney.com. If anything, it would open if the park is very crowded such as Christmas, Easter or July 4th if at all... Timekeeper is in the same boat... Only open if the attendance requires another attraction to handle the crowd levels.
from what i read (on tourguidemike, i think) is that the entire pavillion/building is now "seasonal" and will only be opened when the crowd level justifies it... i'm kinda bummed 'cause i LOVED that ride back in '92 but it turned dh green!
