There are quick-service breakfast offerings at the Belle Vue lounge and Boardwalk Bakery. For a table service breakfast, you can go to Trattoria al Forno. They do not take ADRs for the non-character meal, you just walk up. There is indoor and outdoor seating, and the menu is less expensive as it does not include the character interactions. I might also recommend a stroll around the lake to the Yacht Club where Ale & Compass has an excellent breakfast.

Not doubting you for a second, but why haven't I seen this mentioned anywhere on menus posted online (Disney Dining, All Ears)? Everything I've seen shows a one-price meal which includes characters. Other than reading a random comment on this site, how are people supposed to know (and where is a list of prices for the menu items)? TIA

As far as I know, WDW never really advertised this was available. I only learned about it from these boards and some other Disney sites that review dining. My DS12 and I did the walk-up option in August. We were seated in a small room that is next to the larger restaurant where they do the character meal. The food was very good, but the service was incredibly slow on the day we visited.
 
Good to know, so thank you both! We will have time to kill on our last morning (staying at BWI), so glad to know that is an option. Although I think we might just go over to Ale & Compass for their breakfast instead.
