You can't request it when you make your PS, but you can arrive early at the restaurant and be put on the waiting list for one. For me, the best thing to do is to get a PS for opening at 11:30, and arrive about 15 minutes early. You are pretty much guaranteed to have a waterside table, but make sure you still ask when you check in.

The last two times I have eaten at BB I checked in 15 minutes ahead of my PS time and requested a waterside table. Both times I was told it would be an hour to an hour and a half wait, and both times it was less than a half hour. After it happened the second time I wondered if they kind of stretched out the probable waiting time to try to discourate people from wanting the waterside tables. It did work, the person that checked in ahead of me last time requested waterside, heard the 1-1.5hr wait time and said they would just take a regular table.

Two weeks ago had PS for 1130, checked in at 1112 and was seated at a waterside table at approx 1125. People were being turned away in droves.
Had a great meal and the position of the table was fantastic.
