Yes. The TOTWL is owned the BLT condo association and is funded by member dues. Because it's paid for by member dues, it's open to ALL DVC Members.

Yes, it’s irrelevant. There are some exceptions when you’re staying at BLT, but no special rules for people who own at BLT.

There are a few blockout dates for the TOTW lounge. I haven't found 100% confirmed policy about this, but the blockout dates supposedly limit TOTW lounge access to owners staying at BLT those nights. Generally it's the nights of special fireworks shows. I'd love to see the official explanation and policy regarding it though. Do you have to be both a BLT owner and staying at BLT on points? BLT owner but staying on cash or at another DVC resort? What's the matrix for those days, not sure if anyone knows.

So if you want to see the July 4th or NYE fireworks at TOTW lounge, being a BLT owner is a plus.

You don’t even have to be staying on points. You just have to be a DVC member staying on property. We’ve visited multiple time when staying at the campground and animal kingdom lodge on cash reservations.

For the blockout dates you just need to be staying at BLT to access the TOTWL. Even though you are an owner and not staying at BLT you are not allowed up.

The TOTWL used to be restricted to DVC members staying at BLT. Obviously, that arrangement didn't bring in enough income, so they opened it to DVC members staying at ANY Disney owned & operated resort.

BLT and TOTWL ownership changed. Originally the area was not part of our ownership, then the association voted to make BLT owners responsible for the costs and added it to our ownership along with a lease to Disney for the bar and lounge with the proceeds going to Disney. After the change they opened up access to all DVC members to increase the bar and lounge revenue.

BLT is exclusively owned, or the lease is, to BLT. BLT owners could not stop anyone in the Club, staying at BLT from using it. So that is all resort owners.
It used to be the case that only BLT residents could go up, but I heard it was too quiet and the bar was not making enough money. It has to be a viable commercial entity.
I know some BLT owners who are pleased as it often used to be deathly quiet.
