Birthday Surprise for Someone at Park, but not with them

I would like to do something for my sister, she will be at the Park (not staying at Resort) for her birthday next week.

I wanted to do the hat but I have no way to purchase it or get it to her.

I am thinking I may order a cake as I was able to get out of her that at least for one meal she was able to make dinner reservations (sounds like the restaurants are all booked on her birthday though.)
I think I can get out of her what date as I know its the Mexican Restaurant right out on the Lake at Epcot for the Fireworks, so I have an idea of time just need to get the date.

Any other ideas of ways I can surprise her.

It would have been nice to have her room decorated but she's not staying at a resort - she is staying off property at a timeshare.

Well. If your aren't gonna be there. Cake might be best option. Maybe a tour, but they might be booked if it is only a week away.
