Birthday Character Breakfast

We will be taking my dad for a character breakfast when we are there in September for his 70th birthday! We are not staying on site (will be at Carousel Inn) and will be leaving immediately after breakfast to drive back to Nevada. I have eliminated Storytellers as he does not know most of the characters. Otherwise specific characters doesn't matter to him (he is a Donald fan so he is completely out of luck there.) So it is between Goofy's and Surf's Up. I am leaning towards the latter since we have done Chef Mickey's several times at WDW and it is similar and also there is a Disney Visa discount at PCH, but want to hear opinions of which one you think it better and why. Is there a price difference? Are character interactions better at one over the other? Food quality? Also, is there anything special we can do for his birthday since it will be too early for a cake? Any way we can get the cm to sing happy birthday to him? Thanks!
 
We saw Mickey, Pluto, stitch , Daisy , and minniie at surfs up. We went for breakfast and there were a few birthdays there. They brought out a cupcake and the servers sang happy
Birthday.
 

I would definitely do Surfs Up! Be sure to have them note on the reservation that it his his birthday and have him wear a birthday button. Surf Up! is a lower price than Goofy's and the character interaction is much better.
 
We were there a few weeks ago, and there were times they sang Happy Birthday to guests. Note it on the reservation when you reserve your time.
 
Thank you everyone! We will go with Surf's Up! Do you know if we can just park if paradise pier for breakfast? Do we have to pay to park?
 
I actually prefer Goofy's Kitchen! There is a much bigger variety of food at Goofy's than there is at Surf's Up -- much more to choose from (Goofy's exists only to be a character meal, so it has an expanded assortment and is considered premium dining). The characters should be Goofy, Pluto, Minnie, Chip and Dale. The only reason why I would go back to Surf's Up is because of Daisy and Mickey. Otherwise , I did not find the food to be better -- but it's subjective, to a large degree.

The character interaction at Surf's Up is great, but I don't think it's bad at Goofy's either.
