While at the fort we saw a bike rack the mounted to the tongue on a TT. Does anyone know who it might be made by or where it can be purchased? We should have looked closer.

My 15 y/o son works at the local bike shop, he was talking about that style and I think he said Thule made them. I went on someones webiste in the fall and found them, IIRC it was Thule's site.
The ones I have seen for the tongue have been made at home or in someones welding shop. There must be a company that sells them, but I have been looking for a while.
This sounds like what your looking for. I think it attaches between the ball and the bumper on you hitch. Could probably hook on the tongue as well depending on the trailer and/or how creative you are .
I've got one that mounts inbetween the ball and the hitchbar, but is a little light weight, good for two very lightweight bikes or one bike a little heftier. The bike needs to have a straight bar (men's)

We have the Prorac bike rack which mounts on the front part of the pup between the propane tanks and the hitch. I bought the extra attachments so we can carry up to six bikes (although we only car four for now) and counter the tongue load by packing folding chairs and other heavier items inside the pup behind the axles to "tip" some of the load off the hitch. It works for us quite well and is not in the way when turning or sliding out the bunks.
Whenever we go to FW we take the bikes to enjoy the fresh air and touring desires. Hitched mounted racks (between the hitch and the TV) make me nervous and roof-mounted units aren't that stable to me. It's a mix of how many bikes you have/how much money you have/what tow vehicle you have/etc but you definitely want to take the bikes so you don't have to pay the golf cart fee.
BTW, the Bike Barn at FW also rents bikes, I hear, along with golf carts. Go figure!
I'm not sure what you saw, but we bought one at Camping World that fits into our draw bar hitch (holds 4 bikes) and then has the ball where we can hook up our tow car or a trailer. It works great.
