Oh man. There are plenty of places with dresses. In the MK alone, there is Peco's Bills, Liberty Square, Pinocchio's, Fantasyland, Main street Ice Cream Parlor, ect.

Yes. Costuming has shorts included.

Parade Audience Control. It is for working the parades.
