The times guide will have the official schedule for the PR meet & greet. They don't go the whole day through; I think there are four times total.
"Experienced" families know where the lines go, and asking friendly faces will get you in the "right" line for Red, Green, Pink, etc. There are sometimes a PhotoPass person but not at every Ranger and not every time. The Rangers are trained to sign their color & team affiliation; the Lunar Wolf draws a pretty neat one particularly. They also take the time to pose the kids in a Ranger stance for the photos. Each Ranger also interacts a little with each kid, it's not a cut-and-dried hey can I have your autograph and smile at the camera.
It took us at least two times to get my son all 5 Ranger autographs; we almost planned a day around it, but it was worth it for his experience.
If there are two adults in your party, it can be worth it to split up in order to wait in 2 lines at once, as the Rangers don't stay out very long and take plenty of time with each child.
There is a fun pre-show with introductions that's worth being front and center for; each Ranger is introduced and does a couple of Ranger moves before heading to their line.
In December, the Pink Ranger (maybe from Time Force) was out; in May, the Yellow Mystic Force Ranger was there. We also met White Dino Thunder, Lunar Wolf, Red SPD, and Green Ninja Storm.
I too saw a lot of bad manners at this area and I have to say it's mostly the parents trying to force their kids to the front of intimidating lines, not kids who are overly excited. The kids are mostly in awe of the Rangers, since unlike other characters, Rangers look exactly like they do on TV (they just don't talk).
From our times there, the Dino Thunder Ranger was close to the umbrella on the lightpost; the Red Ranger was on the corner closest to him, with the line going back down the street away from the LMA showgrounds; Green was directly across the other corner, also line going away from LMA; the Lunar Wolf was in front of the fence turnaround for the backlot tour busses, with his line going back from him towards LMA; and the Pink or Yellow Ranger was in front of the prop boxes closer to the backlot tour debark area. Did see one time when the Green and Yellow had switched spots.
