Planning on coming to Disney World April 28 thru May 4th, when should I make reservations? When do they usally post specials (percent of certain resorts, free dining plans)? If I should make a reservation and find out a resorts has a per cent off could I change my reservation without a Penalty or wll they credit my account with any difference in pricing? I know too many questions.;)

You can book a room only reservation up to 499 days until check-in.

You can book now for next year, since the room rates have been released. Usually, they don't release until August, but they have been early the last few years. So now you can book packages.

Promos are done to fill rooms, so it all depends on whether your resort has availability on promos. You cannot just pick and choose where you want to apply a discount or which one. You have to call and find availability.

Sometimes you may have to move to another resort, but take the savings. Sometimes you can choose to upgrade for the difference.

You have to decide what works best for you.
 
Yes, if you book now and a discount comes out later, you can call and have it applied to your current reservation provided the resort and room type you have booked is available under the promo. Sometimes you have to be flexible with your dates and/or resort to take advantage of a discount as having a reservation already in place does not guarantee a discount can be applied. Packages must be paid in full 45 days prior to arrival, so if you make any changes after that 45 day mark that decreases the total cost, you will be charged a $50 change fee. If you have a room only reservation, you have until 6 days prior to arrival to make any changes without a change fee. HTH :).
