It is for annual passholders. If you have an AP, you can go on the web, and get rates for the Best Rate Program. From what we are hearing and understanding, this will replace the AP discounted rates that typically come out and you call in to get. They are saying that what annual passholders get through the online Best Rate Program will be the only AP rates they are offering this year.
