Best place to activate an AP MB?

When my hubby and I became AP in January we waited for over an hour to activate our bands at MK. I imagine this wait time could be even worse in June. We need to activate our Daughters AP. Where is the best location to do this? We arrive to Orlando the day before we check into our WDW hotel. (Staying off site the first night), we could potentially drive in somewhere to get it done... I think I remember that you can do it in DTD? Is that correct? That would be great!
Also, I know the AP holder has to be present to activate. Is that true if the pass holder is only 4?

I activated mine at the ticket purchase window at the TTC took 5 minutes.
