Mama Melrose is medicore. It has good food, but very inconsistent and sometimes downright inattentive service. I think I remember reading a rumor a few months back that it's going to be rehabbed the beginning of next year -- if true, maybe that'll make a difference.
Tony's is mediocre. The food is okay, but a bit more basic than Mama Melrose's, at the same price. I like the atmosphere, but some folks find it a bit to "bright." The service was okay.
The negative reviews of Alfredo's have been so credible and so consistent over the years that it remains the only Epcot restaurant I've never eaten at.
If you really want Italian, and you really want it on the Dining Plan, I think your best bet is Spoodles. While not strictly an Italian restaurant, it does have the following items on the menu:
