Best dvc for minimal park days

I would stay at OKW. Since you have a car, you can get to Ft W in about 5 minutes down the back road and have the best of both worlds. My kids love Ft W. We have fished, rented bikes (which you can also do at OKW and bike over to SSR and even to DTD), gone to sing-a-long at least 5X, watched movies, etc.
OKW has a good pool for your ages, and fun things behind the pool, pingpong, shuffle board, etc. There is a community hall (CH) right there with tons of crafts, activities, games, etc. My kids like taking the boat to DTD and going to the LEgo store, making Mickey Ears at Goofy Candy--this takes up and entire morning or afternoon.
We don't stay at VWL b/c there is no community hall (there are a few activities in the afternoon, but nothing like OKW CH that is open 8-8) and the pool is smaller and seems boring--so after 1 visit, VWL was pretty much out for us.
We also really like AKV, esp. for their CH--the best, IMHO. Our 2 favs are OKW and AKV, but you could get 10 different preferences--which is why we love DVC--a different vacation for each place you pick!
 
We do almost ALL non-commando trips now that we have DS (3) and LOVE them! We did a family reunion trip this past February with DS (then 2), Nephew (1) and Niece (3) and we all absolutely adored SSR for a relaxing yet "Disney" vacation. We spent some time at parks but most of the time visiting the various pools there (3 with splash areas, 2 with zero entry) and then wandering DDT and the paths around the resort. We rented surry bikes and spent a lot of time just relaxing and enjoying. I loved the options of the pools and I personally love the food at their QS.

I really don't think it matters where you stay. You can stay at one resort but visit another resort. We own and stay at SSR usually but we go over to VWL to ride bikes from the lodge to the campground. Spend some time at the campground looking at the animals in the barns.

Whatever resort you pick there will also be kid activities offered daily to the kids. I
