What resorts offer the fastest bus service ?

IMHO, none of the buses are "fast" ... Pop Century is the only resort that doesn't share buses with other resorts. When using Disney transportation, we've always allowed 45 min to an hour to get where we're going..

None of the resorts has any advantage in the bus transportation area. All are equally poor.

You will find that all resorts are pretty much even with this. There isn't a dedicated number of buses for resorts. They are dispatached to where they are needed.

As above, POP is the only resort that doesn't share service with any other resort, including the deluxes.
